摘　　要：随着经济社会的加快发展,提升软实力研究已经成为一个国家、一个地区、一座城市重大的时代课题和发展战略。提升软实力发展战略是一个系统工程,需要在准确掌握软实力发展现状和科学把握提升软实力基本规律的基础上,牢牢抓住硬实力与软实力协调发展这条主线,着力构建以价值为引领、精神为凝聚、教育为基础、科技为推动、文化为支撑、人才为保障、环境为载体、形象为彰显的提升软实力发展战略的系统工程,进一步增强经济建设和社会发展的创新力、吸引力、凝聚力、影响力。努力构建提升软实力发展战略良好运行的机制,进一步构建提升软实力的评估指标体系。With the accelerating development of society and economy,enhancing sott power,which is a systmetic progress has been emphasised by many countries and areas.It should be based on accurate learning about its status quo,grasping basic law,and depending on the coodinated development of both soft and hard power.The a systmetic progress should be guided by value,based on education,promoted by technology,supported by culture,ensured by talents,all of which will increase the innovative capability,attraction,cohence and influnee of enconomic constru- tion and social development.Whats's more,the strategies and assessing index should be made.
