摘　　要：在公共政策的众多价值选择中,公平与效率的选择是困扰政府行为的两难问题,政府公共政策的价值取向应根据社会的不同发展阶段和需要适时进行调整。公共政策的最佳取向应遵循公平和效率二者的优化组合原则。在促进社会发展进步的情况下优先保障社会弱势群体的权利与利益,真正实现社会的和谐与发展。It is difficult for government to make a choice from equity or efficiency in policy making.The Govern- ment's public policy should be based on social values at different stages of development and should be adjusted ac- cording to current conditons.The best public policy,which is abided the principle of the optimized combination of efficiency with equity,should be these which could give more priority to the vulnerable segments of society,at the same time could promote social development,and benefit to live up to social harmony and make progress.
