摘　　要：详细阐述了我国改革开放以来非经营性政府投资项目管理模式的改革与发展,并基于委托代理理论分析其问题产生的深层次原因,通过借鉴国外项目管理的经验,建立非经营性政府投资项目的选择机制。The paper introduces the reformation and development of the management mode for the non-operational fiscal-investment-projects since our reform and opening up,analyzes the radical causes of the problems through the principal-agents,draws on the experience of management for the projects at abroad and founds the selection algorithm for non-operational fiscal-investment-projects.
