摘　　要：城市创新系统是一个独特的科技、经济、社会结构的自组织创新体系和相互依赖的战略生态系统。本文利用HCA方法,对山东省城市创新能力进行了系统评价,构建了山东省城市“四大创新圈模式”,这一模式由济南、青岛、烟台和淄博四大城市的创新域、产业链构成。这对于知识经济下制定山东省城市创新发展战略有重要指导意义,同时也是进行宏观调控与管理的有力依据。CIS is a unique innovative system of science,economy and social structure and it is also an inter-dependent strategic ecosystem.The innovation ability of Shandong urban is evaluated systematically by the application of HCA method thus to construct the 'four major innovation circle modes' in Shandong which is formed by the innovative area and industry chain in these four major cities which are Jinan,Qingdao,Yantai and Zibo.This can help us to work out Shandong urban innovative development strategy under the economic system dominated by knowledge and meanwhile provide powerful basis for the macroeconomic control and management.
