试析省域城镇体系规划管控空间的途径——以安徽省为例

摘　　要：省域城镇体系规划作为重要的区域空间规划,其配置省域空间资源的作用面临新的发展要求。然而目前在操作层面上省级事权管理与把控省域空间仍存在较大的实施难度新一轮安徽省城镇体系规划在编制过程中通过结合体系规划在管控空间与资源要素流动上的作用,来确定空间结构与布局、人口与规模等级、支撑体系等方面的规划内容;同时,从省城乡规划主管部门的角度出发,探索了实现管控空间的具体管理途径,为规划编制后的实施提供保障。As an important tool of regional planning,urban system plan at the provincial level is now confronted with new challenges in the deployment of spatial resources.However,at the implementation level,provincial power is incapable of governing the use of local spaces.In the new round of urban system planning at the provincial level for Anhui,the role of plans as a tool of controlling the spatial flow of resources has been played out and based on such an understanding, the plans laid out the spatial structure,population scale and corresponding support systems.At the same time,from the perspective of planning department in the provincial government,the paper explores the approaches to implement the spatial control functions of plans.
