云龙生态新城的规划与实施路径探索

摘　　要：随着生态危机、环境危机的压力日趋加大,生态城市的规划建设正在成为中国推进城镇化进程中的新热点。云龙生态新城是中国中部地区第一个真正意义上进入实施阶段的生态城市,结合云龙生态新城规划与实施的经验,提出生态城市规划编制应把握关键的技术领域、形成自下而上的规划设计方法并应用适用型生态技术。同时,为保证生态城市规划的有效实施,应形成规划与专项一体、规划与设计同步、规划与管理伴行的实施机制。As pressure from ecological and environmental crises has increased, the planning and development of eco-city is becoming a new hot spot in the urbanization process.Yunlong Ecological New-Town is the first case in Middle China that has come into the implementation stage.Drawing from the planning and implementation experience of Yunlong ecological new town,the paper points out a few key technical areas in plan making and proposes a bottom-up planning and design process.Meanwhile,to ensure effective implementation,the paper suggests coordination between master plan and sectoral plans,between spatial plan and urban design as well as between planning and planning administration.
