摘 要:市场经济较强影响下工业区转型必然涉及复杂的产权关系及其背后的产权利益分配问题。本文通过温州工业区转型规划的实证探索,提出了新的规划编制思路:即以战略决策性规划为前提,过程弹性规划为保障,宏观分析和实证研究相结合为技术手段转型过程受市场经济和政府相对弱势地位的影响,规划实施过程易出现企业自主转型不遵循规划、公共利益缺失等实施与规划相悖的局面,本文创新性提出将规划转换成一种政策技术手段保障规划实施:即将规划成果从传统的文本加图纸的表达方式转变为图纸加政策的表达方式,采用政策图纸控制引导的方式确定转型发展的操作主体和操作模式;通过价值杠杆、权利变换制度链接公私合作关系。In the market-oriented economy,complex relationships between ownership of key resources and the distribution of benefits is emerging as acore issue during the transformation of industrial areas.Based on the case study of Wenzhou industrial area,we propose several innovative planning solutions:strategic planning supplemented by flexible procedures to guide plan implementation and integrated macro-micro level analysis as technical support.Notably in the Wenzhou case,due to market orientation and weak position of the government,plan implementation is prone to deviation from its initial intentions.For example, breach of plan by private parties in their pursuit of individual interestsor damage to public interest may happen from time to time.In order to ensure effective plan implementation,this research highlights the significance of reforming spatial planning documents in favor of policy statements.In addition,the paper proposes to strengthen public-private partnerships by means of value levers and rights alteration so that not only individual enterprises will make smooth transformation but also public interest will be safeguarded.
