增减挂钩机制对城乡总体规划的启发

摘　　要：针对城乡总体规划对于农村地区缺乏发展指引以及规模管控失效的问题,提出在一些试点城镇中,城乡总体规划可以通过划示增减挂钩地区的方式,引入城镇新增建设用地与农村建设用地整治挂钩的土地供给机制,实现对农村建设用地的管控。Existing urban-rural master plans are weak in guiding and controlling development in rural areas.To solve the problem,the paper proposes designating in master plans corresponding areas of city construction land increase and rural residential land decrease for pilot towns.
