基于技术效率测算的中国烟草工业转变发展方式途径研究

摘　　要：首先对全国烟草工业发展现状进行了定性分析,然后运用DEA模型和malmquist指数分解法对2001年-2007年间全国17个工业公司的技术效率进行测算比较。结果发现:上海、江苏、浙江、湖北的技术效率是最优的。全国烟草工业转变发展方式的核心在于提高技术效率,并提出在全国范围内以提高技术效率为目的 ,不断优化改进科技创新体系的建议。first,this paper gives a qualitative analysis on the development status of the tobacco industry.Second,estimates and compares technical efficiency of 17 industries from 2001 to 2007,in method of DEA and malmquist index.It showed that:the technical efficiencies of Shanghai,Jiangsu,Zhejiang and Hubei are optimal.Improve the technical efficiency is the key of development pattern transformation of tobacco industry.Finally,this paper put forward the suggestion that we have to optimize the technology innovation system to improve the technical efficiency.
