摘 要:在我国建设创新型国家的过程中,在增加公共研发补贴数额的同时,提高每笔补贴资金的利用效率至关重要。研究认为,公共研发补贴的效率体现为通过外部经济效应的充分发挥以对私人研发投资起到杠杆带动作用,并培养企业的自主创新能力,从而促进技术创新活动广泛、有效地开展。文章在对吸收能力、产业集聚与公共研发补贴效率间的内在机制进行理论分析的基础上,利用我国制造行业的面板数据,借助中介效应和调节效应分析方法对这一内在机制进行了实证研究,最后提出提高我国公共研发补贴利用效率的政策建议。In the process of building an Innovation-oriented Country,We think it' s critical to improve each sum of R&D subsidies' efficiency when increase the amount of public R&D subsidy fund.The efficiency of R&D subsidy is re- flected in leverage role of stimulating private R&D investment and cultivating the enterprises' independent innovation capacity by exerting external economic effects,so as to progress technological innovation activities extensively and efficiently. At the basis of elaborating the internal theoretical mechanism between absorptive capacity,industrial agglomeration and R&D subsidies' efficiency,the paper does empirical research with mediating and moderating effect analysis methods using China manufacturing industry' s panel data.At last,we give some advices about how to improve the efficiency of public R&D subsidy.
