摘　　要：在非营利组织公共危机服务供给中,其与政府部门的关系模式和水平成为影响其功能发挥的关键因素。首先通过文献检索和比较研究,分析公共危机管理中政府与NPO关系的5种可能模式;然后以汶川大地震中33家NPO为研究样本,具体检视当前我国政府与NPO的实际关系状态及水平;最后,探索双方关系的未来发展趋势及协调之道。In the supply of public crisis services of the not - profit organizations,the modes of relationship and levels with government departments will affect its function.This article firstly analysis the five possible modes of the relation between the Government and NPOs in crisis management through a comparative study and document retrieval,and then research the relationship between the Government and NPOs based on the analysis of 33 NPOs'performances in Wenchuan Earthquake.At present,the relationship between the Government and NPOs in China's public crisis management is a complementary one.
