信息化发展的集约化统筹框架研究

摘　　要：信息化建设的突飞猛进既造就了非凡的成绩,也暴露了一定的问题。信息化建设项目的统筹规划需求日益凸现。在此背景下,本文基于科学发展观的理论实质和新型公共管理(NPM)的创新思路,尝试构建了包含"三个层面、六个关系"的信息化建设集约化统筹思路框架,在此基础上概括该框架的主要原则并简要分析了其实现路径。The rapid progress of informatization not only created a remarkable achievement,but also exposed some problems. The needs of overall - planning for informatization projects became increasingly apparent.In this context,framework for development of informatization based on intensive overall - planning was proposed who contained ' three - levels' and 'six -ties'.It took advantage of Scientific Outlook on Development and New Public Management(NPM).Main principles of the framework were summarized and realization path was briefly analyzed on that basis.
