北京市城乡结合部流动人口属地化管理服务问题研究

摘　　要：北京市城乡结合部存在着流动人口数量过大、"以业、以证或以房控人"政策均陷困局、管理体制混乱、属地化服务机制缺失等问题;解决这些问题,需要理顺条块关系,对流动人口实施分类管理,提高对流动人口的社会参与及属地化服务水平等。The transient population quantity is oversized in Beijing's urban-rural district,the policy of supervising the transient population by their works,cards and houses falls into predicament,the management system is chaotic and the service mechanism is missed;To solve these problems,there are Needs to straight out the relationship of vertical and horizontal Agencies,supervise the transient population by sort management,enhance to the transient population's social participation and the localization service level and so on.
