摘　　要：演化经济学是当今对哈萨克斯坦国家创新体系的演变作出最有利解释、最有力分析工具。本文首先分析了经济转轨初期哈萨克斯坦国家创新系统的背景。进而从演化经济学视角分析了哈萨克斯坦的国家创新战略的演变、制约哈萨克斯坦国家创新系统绩效原因。哈萨克斯坦政府在国家创新体系的重构中具有特殊重要作用。针对国家创新体系的系统失效,哈萨克斯坦政府采取了积极的应对举措。本文揭示了经济转轨中哈萨克斯坦的国家创新体系的特点。Evolutionary Economics is the most favorable explanation on the evolution of Kazakstan National Innovation System contemporarily.In the paper,the author firstly analyzes the background of Kazakstan National Innovation System in the preliminary period of economic transformation,then analyzes the evolution of national innovation strategy of Kazakstan and the reason for restricting the effect of Kazakstan National Innovation System.Kazakstan government plays a specially important role in the structure of the National Innovation System.Kazakstan government takes active response measures against the invalidation of the National Innovation System.The paper opens out the characters of Kazakstan National Innovation System in economic transformation.
