摘　　要：和谐社会要求构建一个有中国特色的社会合作体系。只有当社会成员的合作行为变为自觉时,政府的政策导向才会真正产生事半功倍的效果。本文在合作收益的制度分析框架下,阐明正是由于人们对合作收益的预期、合作成本的合理分担及合作收益的公平共享,才能激励社会成员的广泛合作。据此,我们构建了社会的合作秩序函数,从合作行为、激励机制和管理条件3个方面,设计了和谐社会持续发展的保障体系。The target of the harmonious society is to construct a social cooperation system with Chinese characteristic.The government's policy will be delivered smoothly and effectively only when the social members consciously carry on social cooperation.Based on the analysis of cooperation-benefits,this article has elaborated the expectation of cooperation-benefits,the reasonable share of cooperation cost and the fair share of cooperation-benefits.At the same time,we have constructed society's cooperation order function,and designed security system in order to ensure the sustainable development of harmonious society.
