摘　　要：软科学是一门立足实践,面向决策的新兴学科,是为决策提供智力支撑的系统科学。上世纪80年代以来,各省市陆续建立并执行了软科学计划,强有力地推进了我国决策科学化、民主化进程,为经济社会发展发挥了重要作用。本文以近年来重庆市软科学计划为研究对象,对软科学改革和发展问题进行了研究,提出了新时期软科学发展的目标、理念和计划改革的举措。Soft Science is an emerging subject based on the real practice and decision-making orienting,at the same time it is a systematic science which provide the intellectual support for decision-making.Since the 1980s,the Soft Science plan has been established and implemented in various provinces and cities among china.It's strongly pushed the process of China's decision-making and democratization and played an important role in economic and social development as well.This paper mainly focused on the Soft Science plans in Chongqing,carried the carefully and profound research on the soft science reformation and development issues,as well as issued the solutions for the soft science in its developing,concept and reformation plans in the coming new era.
