摘　　要：运用经济学、生态学和环境学及其跨学科研究方法， 剖析资源约束性经济贫困与生态敏感、脆弱地带的高相关性。探寻生态敏感地带环境退化成因； 描述生态敏感地带与贫困地区深层矛盾； 提出缓解贫困的可持续发展对策； 充分利用非耕地生产力和人力资源比较优势， 实现劳动对土地和资金的替代， 改进非耕地资源配置，With the knowledge of economics, ecology and environmental study, this paper discusses the close connection between economic poverty and poor use of the natural resources. It points out that economic backwardness and ecological imbalance, which is the result of irrational exploitation of the natural resources, tend to interact upon each other. To overcome poverty, we must reduce our dependence on the land resources, make better use of the human resources, increase the proportion of non arable land resources and improve the marginal productivity.
