摘　　要：(SYNOPSIS) It was a national policy of the Jin Dynasty to make friendly alliance with Song in Jin Taizu’s period,but a new policy to destroy the Song Dynasty and set up a puppet regime was made in Jin Taizong’s period. In 1130, a puppet regime of Liu Yu was set up by the Jin Dynasty, the general policy to destroy Song at last had become talk serving attack", the main means of destroying Song was to attack by force and the peace negotiations were only used to serve it. After Jin Xizong ascended the throne, the policy to Song was changed to carry on peace negotiations and peace ful coexistence In 1141, a peace treaty with Song was signed at last. The change of Jin Xizong’s policy to Song was an result of the historical when the force ballance of Jin and Song had been changed, and Jin needed a stable social invironment to carry out its reforms.
