“空心化”、老龄化背景下我国中西部地区村干部监督机制改革与完善探讨

摘　　要：作为社区自治组织的负责人,村干部的行为主要受村民监督,但目前我国中西部地区农村人口"空心化"和老龄化格局势必对村干部的监督力度、监督质量和监督效率产生消极影响。只有通过大力发展农村经济,完善村干部经济和政治激励,提高农村居民和村干部的收入水平;加强农村信息化建设,改善村务公开、财务公开及村民监督条件;调整和细化相关监督处罚政策;整合多种监督机构,设立村民监督委员会;充分发挥外出务工经商人员的监督作用;完善惠农强农政策的落地机制,减少中间环节等措施,才能解决村干部监督机制的改革与完善问题。The village leaders must be supervised because of their administrative behaviors are crucial to rural economic development and social stability.As leaders of autonomous communities,their administrative behaviors are chiefly supervised by the local villagers.However,the growing hollowing and aging rural communities in the Midwest China are inadequate in supervision in terms of strength,quality and efficiency.So,it is suggested in this paper that efforts should be made to promote the development of rural economy so as to improve the economical and political incentive mechanism of village leaders as well as the income level of villagers and village leaders;rural informatization be strengthened to improve the conditions of publicities of village affairs and villager supervision,especially village finance publicity;the punishment policy be adjusted and refined;the rural supervision organizations be integrated and the villager oversight committee set up;the migrant workers be given full play in rural supervision;the favorable policies be really implemented and the unnecessary intermediate links be avoided.
