摘　　要：政府信息公开基本原则与内容不一致,因此在以政府信息公开原则为论证基点的基础上,立法机关应借鉴国外政府信息公开原则的一般做法,确立以权利保障为根本原则,公开、平等、及时与便民、准确及权利救济等为主要内容的政府信息公开原则体系。The content of fundamental principle of government information publicity does not accord with its intension,so the principle but not fundamental principle of that is the starting point of exposition.Using the experience of other countries for reference,this paper suggests that the fundamental principle should be to guarantee rights,and the major principle should be publicity,equality, in time,convenience,preciseness and relief.
