摘　　要：党的十八届三中全会强调,要让人民监督权力,让权力在阳光下运行,把权力关进制度笼子。推进政府绩效管理的根本路径,是不断扩大群众参与政府绩效管理,让人民监督权力。推进政府绩效管理的根本宗旨说到底是为了更好地为群众谋利益。为群众谋利益是推进政府绩效管理的价值取向、核心内容与终极目标。让人民监督权力,要依靠群众评价、群众参与和群众监督,要建立阳光运行机制,不断提高群众参与政府绩效管理制度化与程序化水平。The Chinese Communist Party's Eighteenth Plenary Session stressed,we should let the people supervise power,let the power in the sunshine operation,and put the power into the prison of social system. The basic path to promote the government performance management is to let the people supervise power,let people participate the management of government constantly. In a word, let the people supervise the power of government.
