我国环境问题区域差异的生态文明评价指标体系设计

摘　　要：随着工业化进程的推进,城镇的发展和大量资源的消耗,我国面临的环境压力越来越大。如何实现社会经济发展,资源能源节约与生态环境保护相协调,是我国需要解决的突出问题。根据我国环境问题的区域差异,科学构建生态文明指标体系是测量生态文明状态、考核生态文明绩效和对生态系统健康进行预警的重要实践内容。文本根据我国环境问题的区域差异产生的原因,在建立基于环境问题区域差异的生态文明评价指标体系的总目标层下,依据党的十八大报告提取了生产环境、生活环境和生态环境三个准则层,并由此设计生态文明评价指标体系。As our industrial process is accelerated,urban development and consumption of resource in large quantity brings enor- mous pressure on our environment. The priority problem to be solved is to realize social and economic progress, coordination between resource conservation and eco-environment protection. In the light of regional gap in our environment,the scientific construction of target system for eco-civilization is an important content of practice for the measurement of eco-civilization, examination of eco-envi- ronment performance and pre-warning of healthy eco-system. The paper based on reason behind the regional gap in our environment issue designs the target system for eco-environment assessment on the three norms of production, life and ecological environments in the report of the Eighteenth Party's Congress under the general objective of eco-civilization assessment target system built on regional gap involved in environment issue.
