摘　　要：生态文明建设政府调节机制是生态文明法律制度的重要内容,以要素量化评估法对生态文明建设政府调节的相关法律文本进行研究,需要遵循"确定评估要素——确定评估对象——进行要素评估——得出评估结论"这一思路。在确定评估要素时,需要着重研究政府在生态文明建设中的作用领域和应然职能;同时以此为基础构建作为评估对象的生态文明建设中体现政府调节的相关法律体系;在具体进行要素评估时,还需要结合运用法律解释学的方法。在此基础上,进行法律文本研究并进而提出要从填补立法空白、修补法律缺陷、建立并完善法律之间体系性的衔接这些方面,对法律文本进行完善。The government readjusting mechanism for eco-civilization construction is an important content of legal system for e- co-civilization, which is involved in the research of legal texts related to the government readjustment for eco-civilization in factors- quantitative assessment by following the way to 'determine assessment factors and objects to make factors assessment before reaching assessment conclusion'. Deciding on assessment factors, we need to research as a focus the fields functioned by government and cor- responding works in eco-civilization construction. Making concrete assessment of factors, we need to combine with the studies of legal interpretation. On such a basis, research is made in legal text and several suggestions are put on how to improve legal texts.
