摘　　要：公共治理既是对传统公共行政范式的替代 ,也是社会科学跨学科研究、多学科发展相互融合的产物。它的最大特征在于 ,它是对传统政府统治理论的超越。它强调多元主体的治理和治理方式的多样化。以公共治理为视角对公共物品领域存在的问题及改革进行深入探讨颇有意义。其结论是 ,打破公共物品政府提供的垄断局面 ,实行公共物品多元主体、多种方式提供 ,这对提高和改善公共物品供给的数量和质量具有积极意义。The public governance theory is not only the substitute for the public administration,but also the outcome of all branches of society science development. Its great feature is different from the government. it stresses the multiplicity of the governance body and the governance way. This is more significance for studying the public goods providing. The conclusion is breaking the monopoly providing by Government and carrying out the different bodies and different ways in public goods. This will be beneficial for improving the quality and amount of the public goods.
