摘　　要：黑龙江省地处祖国北疆,这里有与俄罗斯相接壤的3000多公里边界线。全省有一类口岸16个。近几年来在国务院的关怀下,在省委省政府和国家旅游局的领导下,在外事、公安、边防、口岸、海关、民航、铁路等相关部门的大力支持下,我们紧紧抓住改革开放难得机遇和中俄两国关系正常化的时机,凭借黑龙江省对俄罗斯地缘和口岸的优势,大力开展对俄罗斯和独联体国家的旅游业务。并以此带动黑龙江省旅游业的全面振兴,探索出一条全方位开放,全面发展、旅贸结合的新路子。China's Heilongjiang Province which borders on Russia has taken its regional advantage to greatly develop border tourism with Russia and the Commonwealth ofthe Independent States. Since 1988, when it first opened a one-day border tourbetween Heihe and Blagovescensk,it has opened many tour programmes includingfour-day, seven-day and recuperating tours. The border tours not only form a newsetup in the province's tourist source market, but also have a very great impact onthe province's economy.According to the province's preliminary plans. The provincewill have the number of tourists from Russia and other countries increased to 150,000by the end of this century. It also plans to open Daheihe Island Special TourismArea in the recent years and tries its best to open Heilongjiang, the boundary riverof China and Russia, as soon as possible, as an international tour route.
