我国大型企业集团的技术改造及其政策思考——对一汽技术改造的考察和研究

摘　　要：技术改造,是推进我国现有企业及其集团技术进步,提高经济、社会、环境效益的基本方针,必须日益完善和强化有关的各项政策。国务院发展研究中心组织的技改调研组在第一汽车制造厂进行了为期一个半月的蹲点调研,撰写了十几个专题报告,本文是调研所获的主要观点的概括。文中着重分析了以产品更新为主线带动企业技术改造的基本经验,探讨了当前大中型企业技术改造中存在的约束问题,提出了有关产业政策、资金政策、技术政策以及经济体制改革方面的若干政策建议。As technological innovation forms China' s basic program for the technologicalupdating of her enterprises and enterprise groups and for higher economical, socialand environmental benefits of them, the relevant government policies must be graduallyperfected and strengthened. More than ten separate reports were written by a specialgroup which the State Council Research Centre on Development sent to China'sAutomobile Plant No. 1 for a 6-week investigation and research mission. Thepresent article consists of a summary of the main arguments raised on the basis ofthe group's findings, focusing on the updating of the products as the backbone ofoverall innovation and on the problem of the control over the scale of innovation.Also included are a set of proposals on government policy making on industry, fundraising and technological transformation.
