摘　　要：军队的根本职能呼唤着法规管理的强化。加强法规管理,是适应我军体制改革、精简整编的需要,也是保证军队高度集中统一的必要途径。作者在论述加强军队法规管理的迫切性的同时,也谈到了如何正确认识和处理法规管理和其它管理手段的关系的问题。The fundamental function of the armed forces demands the strengthening ofadministration by regulations, emphasizes the author of the present article. He goeson to deal with such strengthening as the necessary step towards the institutionalreforms of the Chinese people's Liberation Army and its organizational simplicationand also as the only guarantee for high centralization and unity in PLA. He pro-ceeds to draw attention to the correct understanding and handling of the inter-re-lations between the administration by regulations and that by other means.
