温饱地区农村剩余劳动力转移研究——江苏省淮阴地区调查

摘　　要：文章比较详细地分析了淮阴地区农村剩余劳动力转移的数量、速度、方式、结构诸方面的特点,提出了该地区劳动力转移的区域战略。文章认为:未来的五年中,淮阴农村劳动力的转移,应是就地为主,跨地为副;家庭内为主,村以上集体为副;自主转移为主,集体组织为副;应是务工经商并举,资源开发与现代加工并举。The co-authors of the present article make a careful analysis of the special fea-tures in the scale,rate andform of the transfer of the surplus labour in Huaiyin pre-fecture,Jiangsu,before offering their proposals on the control of that transfer.Theirsolution for the next five years calls for restricting the transfer to the same loca-lity while permitting limited emigration;transfer on the basis of household supplem- ented by that done on the basis of a body bigger than a village;independent trans-fer supplemented by that collectively organized;and the equal emphasis on industryand commerce as the destination of transfer and equal emphasis on the developmentof resources and the modernized processing industry.
