摘　　要：本文探讨了新的历史时期军事管理工作应当树立什么样观念的问题。作者认为,为适应我军建设指导思想的战略性转变,搞好新时期的军事管理,应当树立:管理出军事效益、政治效益、经济效益、社会效益的观念;对管理理论、方式实行开放的观念;增强民主意识,实行民主管理的观念;根据国家的法律和军队的法规治理军队的观念;使管理方法符合客观规律的科学管理观念。The anticle focuses on the question of what new concepts should be formed forthe military administration in China's new historicel stage. Included in a list of newconcepts which the author of the article considers as necessany for the realization ofthe strategic transition in the guiding principles for the growth of the Chinese Peo-ple's Liberation Army and also for better administration of the military institutionsare: That efficient administration yields military, political, economic and social bene-fits; That doors should be kept open to different administrative theories and me-thods; That greater importance should be attached to democracy and that administrarionshould be democraticized; That the laws of the nation and the military regulations should serve as the ba-sis for the Administrion of the armed services; and That the methods to be used must be scientific, i. e., accommodeted to the objec-tive rules governing the development of things.
