对西欧问题的几点看法

摘　　要：近年来,国内学术界对西欧问题的研究空气很浓,许多专家学者发表了不少有见地的精辟见解,也提出了一些不尽相同的看法。在这里,我想就大家感兴趣的几个问题谈谈自己的拙见,以求教于高明。关于西欧联合的几个问题 (一)西欧联合的性质是什么?历史上曾是群雄并立、战乱不已的西欧国家在二战后,捐弃前嫌,睦邻友好,孜孜不倦地探求一条联合的道路,这是因它们共同的处境和严峻的国际形势所使然。Western Europe has been greatly weakened and caught in a difficult situation over the postwar period. Politically and economically speaking, there will be hope for Western Europe, which is situated between the two superpowers, only when it gets united. 'Europe of Europeans', their long term goal, expresses the common aspiration of the people. West European nations have different interests as well as similar ones. Only by distinquishing the interests of the two kinds, can one get a clear idea of how far this alliance may go so as to avoid making unrealistic assumption. Following are the conditions for alliance of this kind: common wish, outside motive and strong leadership. This author thinks that in terms of Euro-American relations there exists the struggle of control versus counter-control, which has undergone a process of development. Only by keeping in alliance, will West European countries be able to gain their equal status. The author also holds that Western Europe is not yet a political entity, having neither its own overall strategy nor its own independent security strategy. Nevertheless, one can not deny that Western Europe has its comprehensive concept with regard to its foreign and security policies and that West European countries are capable of taking joint action.
