摘　　要：新的党政机关公文处理工作条例和党政机关公文格式已经实施半年多了。如何全面贯彻落实新条例和新格式的要求,已经成为广大文秘工作者当前迫切需要解决的问题。本文根据新条例和新格式的要求,通过基于免编程的公文处理系统的开发与研究,不仅开发出了实用的公文处理系统,为提高公文质量和公文处理效率提供了软件支持,而且证实了"不会编程也能开发实用软件"的事实——这对进一步推动办公自动化有着非常重要的意义。The official docs processing work regulations and the layout key for official docs of party and government organizations had been implemented more than six months.How to fully implement the requirements of the new regulations and the new format has become an urgent problem need to be solved for a vast number of clerical workers.According to the requirements of the new regulations and layout key,based on the development and research of programming-free official document processing system,not only developed a practical docs processing system to support software of improving the official docs quality and efficiency of official docs processing,but also confirmed the fact—this is very important to further promote Office Automation-that not knowing programming can also develop practical software.
