公众参与视域下的警民互动研究——以公安微博为例

摘　　要：根据公众参与的内容、机制和效果及公安机关推动公众参与的方式等因素,公安微博警民互动可以分为单向主导型、双向协商型及参与型警民互动三种模式类型。通过对新浪公安微博的实证研究,发现当前公安微博警民互动还处于公众参与程度较低的发展阶段,由单向主导型和双向协商型警民互动构成,并以互动效果不佳的单向主导型警民互动为主。然而良好、持久的互动却是公安微博保持旺盛生命力的必然。为此,除了从制度环境和社会环境的角度推动公众参与发展之外,公安机关应从完善微博问政制度建设,优化微博警民互动运营策略及拓展微博警民互动维度及空间等方面推动公安微博警民互动的进一步发展。According to such factors as contents, mechanism, effect of public participation and the public participation patterns promoted by public security organizations, the interaction between the police and the public can be divided into three modes which are one-way leading, bidirectional consultative and police-people interactive.Through the empirical study of police micro-blog from the SINA network platform, the interaction between the police and the public of police Micro-blog is still in the phase of low public participation degree which is mainly composed of one-way leading interaction whose interactive effect is poor. However, the everlasting interaction is necessary for police micro-blog to keep strong vitality. Therefore, except for pushing forward the development of public participation from the perspective of institutional environment and social environment, public security organs should consummate the institutional construction of participation in state affairs by micro-blogging, optimizing the operation strategy of the interaction between the police and the public and expanding the dimension and space of the interaction to promote its future development in the police micro-blog.
