合作治理视野下社区公共服务供给主体关系的断裂与重构——基于长沙市天心区的实证调查

摘　　要：合作治理的本质是民间社会力量与公共权力对社会公共事务的合作管理,多元主体供给已成为社区公共服务发展的必然趋势。供给主体平等合作的关系是确保社区公共服务供给有效展开的前提和重要保障。由于中国传统的体制惯性和官本位意识等因素,政府对社会组织在人、财、物等方面进行不同程度的控制。重构多元主体合作的良性互动关系既要合理界定政府职能,规范政府行为,又要引导社区层面的积极参与,以形成社区公共服务有效供给的整体合力。Cooperative governance,in essence,is a cooperative management of social public affairs between folk social force and public power.Plural main body supply has become an irresistible trend of the development of community public service.It is an equitable and cooperative relation between supply main bodies,which is the prerequisite and important guarantee to ensure an effective development of community public service supply.Due to the inertial influence of Chinese tradition and consciousness of official rank standard,the government,to some extent,controls human,physical and financial resources of social organizations.To construct benignly interactive relationship between plural main bodies of cooperation should not only define the government’s functions and its behaviors,but also guide the community to be actively involved,so as to integrate all the strengths for an effective supply of community public service.
