论公共政策设计中民生幸福的价值本质

摘　　要：公共政策的设计是贯彻和体现设计者价值目标的一种价值行为,设计者的价值目标决定和引导着公共政策的制订、执行和评价的过程性质和发展意向。民生幸福新时代,公共政策设计的价值目标和价值本质必然要贯彻民生幸福最大化的价值理念,这不仅与公共政策的公共性本质相一致,而且是由当今时代的主流价值基础和社会文化基础决定的,还是我们党和政府价值追求的现实体现。Public policy designing is a value behavior of implementing and embodying designing's value goal.The designer's value goal determines and guides the process property and development orientation of public policy's establishment,implementation and evaluation.In the new era of happiness of people's livelihood,the value goal and the value essence of public policy designing necessarily implements the value idea of maximizing'happiness of people's livelihood',which not only is consistent with public policy's essence of'publicity'but also is determined by the mainstream value basis and socio-cultural basis of the present era,and moreover,it is the realistic embodiment of our Party and government's value pursuit.
