论英国何以率先建立起现代警察制度

摘　　要：19世纪初,英国根据其警务模式的历史传统,结合当时英国社会的发展需要,在世界范围内首次建立起现代意义上的职业警察队伍。而英国之所以能够率先建立起现代警察制度,主要源于两点:一是早期警务实践工作者通过对警务工作方式的大胆创新,寻找出了一条适合英国国情的警务工作方式;二是在实践创新的同时,还涌现了一批学者,在理论上为新警察制度的建立进行了卓有成效的探索。In the early 19th century, Britain, according to its traditional policing model, established the ifrst modern professional police force in the world by meeting the needs of social development. The reasons why the Britain could take the lead in establishing the modern police system are as follows:Firstly, the early practitioners of policing made a bold innovation on their work and found out a suitable way to the situation of Britain;Secondly, a group of policing scholars also had emerged at the same time and made a fruitful exploration in theory to establish the modern police.
