再议英国议会的起源

摘　　要：关于英国议会的起源,我国学者长期因袭苏联人的传统观点。他们认为,英国议会的产生是13世纪英国社会经济变化的结果,其产生的过程表现为三大事件:1215年大宪章,1265年孟福尔召集紧急的议会和1295年“模范议会”。他们一般把议会的起点定在1265或1295年。我们认为,社会经济的演变并不是导致英国议会出现的唯一因素,三大事件不能涵盖议会产生的全过程,甚至不是这一过程中的最主要事件。本文试图从英国政治文化传统、政治体制沿革、社会关系的演变和调整等多方面对议会的起源进行全方位探讨,最后就英国议会的起点提出自己不甚成熟的看法。While some historians have held that the appearance of English par- liament in the 13th century is only the result of the socio-economic cbangesaround that time, the author, critically assimilating some analyses made byWestern scholars, stresses the effects of the constitutional tradition, thedevelopment of the government as well as the socio-economic changes onthe origin of English parliament.
