再议英国政权中的一些特点

摘　　要：本文为本刊1988年第五期"略议英国政权中的一些特点"一文之补充。作者从议会在英国政治生活中的地位、宪法的构成以及司法制度等不同方面探讨了英国政权制度与它国的不同之处。作者认为,由于英国没有一部完整的成文宪法,对权力的分立并无明确的规定。英国以其特有的方式,在不脱离三权分立原则的情况下,灵活、实用地安排某种程度的穿插和互相控制,从而实现其效率与稳定的目标。The anthor approaches the problem——the differences between the Bri-tish political regime and those of other nations——from diverse aspects,for instance,the parliamentary role in the British political life,theformation of its constitution and judicial system.The author points outthat because of the lack of a complete written constitution,Britain hasn'tany explicit stipulation on the separation of powers.Nevertheless,accordingto the principle of the separation of powers,it has reached its politicalgoal of efficiency and stability by a unique way——the flexible arrange-ment of penetration and mutual control between its cabinet,parliament andjudiciary.
