摘　　要：科学技术的管理是管理科学的一大门类.而长期以来人们对科学技术持有一种偏见,认为科学技术只能为人类社会带来好处。这种技术认识观带来的后果已经非常严重。人类要更好地利用科学技术来造福自己,就必须改变原来的看法,用更为辩证的眼光看待科学技术,在科学技术应用之前就预测其负作用,并加以预防和控制,使其负作用最小,正作用最大,这就是技术评价的任务。本文论述技术评价的产生、性质、作用、过程和方法。Management of science and technology constitutes a major branch of managemenscience.For quite a long time people have been holding a partial view over scienceand technology by considering them as exclusively beneficial to the mankind.Such aview on technology has brought about serious consequences.In order to better utilizescience to bring more benefit,the mankind must change its view into a more dialec-tical one,and must anticipate the negative effect of a technology before its applica-tion.The said negative effect should be prevented or controlled,so that its nega-tive effect be reduced to minimum while its positive effect be given the fullest play.All this spells the task of technology assessmen(?).This essay expounds its emergence,chsracter,function,process and methods.
