摘　　要：独立、自决、不干涉及和平解决国际争端,历来是墨西哥外交政策的基本原则。这一原则维护了该国的主权和独立,巩固了国内的政治联盟,既得到国内广大民众的支持,也赢得其他国家的尊重和信任。70年代以来,随着本国经济力量的增长和世界形势的变化,墨西哥政府为提高自己的国际地位,适应国家的长远利益需要,对其外交政策作了重大调整,改变了以往消极、闭关自守的作法。For years, Mexico adopted passive and cautious policies in its foreign rela-tions, Since 1970s, in the face of changing situation at home and abroad, Me-xico has made significant readjustment in its foreign policies, so as to increase itsinternational influence. Its policy towards Central America is a prominant exa-mple of this readjustment. After 1979, Out of its national security and stra-tegic concerns, Mexico has changed its attitude of indifference towards CentralAmerica and carried out more active deplomatic activities in the course of me-diating for a peaceful solution of conflicts in that region. Mexico's new policiestowards Central America not only embody the traditional principle of indepe-ndence, self-determination and non-interference it consistantly pursues in itsforeign relations, but also reflect a more flexible and realistic attitude underthe new circumstances.
