法国私有化的思考

摘　　要：举世注目的法国私有化政策推行了一年,被迫在世界性的股市危机中暂停。1988年总统选举在即,加上目前的形势,希拉克选举前不大可能再进行大规模的私有化。去年的私有化可以被认为是右翼政府私有化政策的第一阶段。本文分三个部分,总结这个阶段私有化的内容、形式与方法,并提出作者的一点看法。一、私有化的内容法国私有化政策始推行于1986年底,其要点是将原属国营的银行或企业估资作价后以股票的形式出售给个人及私人企业,被私有化的一般是较大的、在国民经济中起重要作用的银行或企业;其特点是股票定价较低,鼓励社会居民及个人入股,促进社会上小额股东的形成。In this article, the authors give a clear account of the evolution of last year's privatization in France. They also explain the main methods leading to privatization and the workings of shares of privatized enterprises at stock exchange. To carry out the policy of privatization, the French government has set up a special committee composed of experts so as to make evaluation of enterprises' assets. By creating big and small share-holders and encouraging workers and staffs to buy shares, it certain that this policy will be implemented and go on. In essence, privatization itself is by no means to negate the functions of the state. The evolution of privatization in France shows that in a certain period of time to come, the intervention of economic life by the French government will become one of privatization under the guidance of the state evolved from the guided planning by the state.
