摘　　要：在国内企业不得不应对加入WTO后所产生的巨大挑战下,在我国市场机制尚未完善、企业经营规范性不够的环境下,在转型期政府要陆续把一些"不该管"或"管不着"的职能重新转移到非政府组织中的新形势下,行业协会应在WTO规则允许的范围内,积极地发挥其对行业保护、规范、培育和促进发展上的产业治理的突出优势,架设政府与企业间的桥梁,帮助我国企业从根本上提高竞争能力。International experience shows that industrial governance system under market economy has a dual structure of government, market, enterprises, associations and informal network. The elements work together and interfere with each other.But now in China associations as industrial governance tool are not workable. This thesis studies association ' s functions of industrial governance and the relations between associations and other apparatus such as government, market and enterprises.
