摘　　要：作者刁文生等人认为,卫生事业是人类社会生产力发展的产物,卫生生产力对社会生产力的发展具有巨大的促进作用,坚持生产力标准,是制定卫生发展战略的根本依据。因此,制定黑龙江省卫生发展战略的宏观目标,也应该以保护和发展生产力为根本任务,以满足人民群众对卫生服务日益增长的需求为唯一宗旨,采取以公有制为主体的多种经济成份并存和以按劳分配为主体的多种分配形式并存的经营分配方式,集中力量发展卫生生产力,逐步把卫生事业宏观结构引向科学合理,微观个体结构充满生机活力,社会效益和经济效益不断优化的发展轨道。The authors Diao Wensheng, et al, consider that as a product of the development of social productive forces, health service, in turn, has been playing a great promotive role in their development;and in drawing up the strategy for health service development, the interests of productive forces should be taken as the criterion of making choice, In the authors' opinion, when setting macro objectives of the strategy for Heiloegjiang Province's health service development, we should take promoting and developing productive forces as the fundamcntal tasks; take it as the sole purpose to meet the people's growing demands for health service; adopt a system of ownership comprising diverse components and forms with public ownership predominant; adopt a system of distribution comprising diverse forms of distribution with the part of distribution according to work as the principal part; pay great attention to developing the productive forces of health service; take gradual steps to bring health service to a rational development orbit so as to make the macro structure scientific and consummate, invigorate micro, individual structures, and continuously increase social and economic benefits.
