摘　　要：对我国现行的卫生运行机制进行客观的描述和评价,对于制定科学的卫生事业发展战略具有重要意义。作者通过对我国建国以来卫生运行机制的分析研究指出,由于我国现行的卫生运行机制是运行了三十多年的传统机制,因此它不可避免地存在许多阻碍卫生事业发展的壁障。这种传统的卫生机制有三个基本特征:一、卫生运行机制的缺损性和受动性;二、宏观控制体系的超稳定性和排他性;三、微观生成机制的目的系紊乱性。Making an objective description and evaluation of the present working mechanism of our country's health service is of great importance to working out scientific strategy for health service development. The author studies the working mechanism of health service applied for thirty odd years since the founding of our People's Republic, and points out that this mechanism has now many disadvantages hindering the development of health service, which have rr.uch to do with the following characteristics of the mechanism: (1) defectiveness and passiveness, (2) overstability and exclusivity of its macro-control system, (3) confusion in the purpose of the micro-generation mechanism.
