摘　　要：核武器的破坏威力极大。美、苏两个超级大国都因畏惧核战争的灾难性后果而不敢动手。然而,它们为了争霸却一直进行着激烈的核竞赛,并积累起了基本均等的“超杀”核武器库。它们所签订的一些限制核武器的协议并未解决问题。由于双方分歧很大,核裁军协定近期难以达成,不过在长期讨价后出现一定的妥协不是不可能的。因为僵持下去对彼此都无好处。尽管核武器越多,双方都越感到不安全,但它们仍在核威慑政策的基础上继续扩军备战,并准备在必要时不惜打一场核战争。消灭核武器保卫和平的目标不可能通过超级大国的理性实现,而只能依靠全世界的反核战争和平运动来争取。这一运动对美、苏两国政府施加了巨大的压力,迫使它们逐步走上裁军的道路,直至最后完全废除核武器。As the destructive power of nuclear weapons is extremely huge,the United States and the Soviet Union date not use them for fear of the catastrophic consequences of a nuclear war.Nevertheless.they have been carrying on an intense nuclear race all along in the contention for supremacy and have both built up comparable“overkill”nuclear arsenals. Despite all the nuclear arms limitation agreements,the issues between them have not been settled,anyhow.Although a nuclear disarmament agreement would not be apt to be reach- ed in the near future owing to the big divergence of views between them.a certain com- promise could be made after protracted bargaining,because a long_term deadlock would do no good to both of them.In spire of the fact that the larger the nuclear weapons stocks they pile Up,the less the feeling of safety they wilt have,they continue to ex- pand their arsenals on the basis of nuclear deterrence policies and prepare ot fight a nuilcar war at all costs in case of necessity.The goals of eliminating nuclear arms and safe- guarding world peace are hepce not attainable through the reason of superpowers them- selves and can only be won over by a global anti-nuclear-war peace movement which is exerting great presures on the American and the Soviet governments,forcing them to take the path of disarmament till the total abolition of nuclear arms.
