科研管理学中几对经济概念剖析

摘　　要：由于从一般经济学科直接引入若干经济概念,导致了我国科研管理中的某些理论困难和实际弊端。本文从科学经济学与科研管理学的角度,对科研劳动的有效性、科学技术的经济功能、科研劳动的经济效率、科技成果的经济效益等概念,作了较深入的对应分析,给出了初步定义,廓清了理论上的某些混乱;以此为基础,本文进而对科研投资经济效益的两种通常的计算方法提出了异议,指出不能用投资回收期长短,也不能用净产值增量对之进行测度。Several economic ideas,that are directly introduced from economics,have led tosome theory difficulties and actual malpractice in management of scientific resear-ch.In this paper a rather thorough analysis on the concepts of the effectiveness ofscientific research labor,the economic function of science and technology,the econo-mic efficiency of scientific research labor,and the economic benefit of achievementsin science and technology,has been made from the view point of scientific econom-ics and management of scientific research.Then some preliminary definitions aredeveloped,and some confusions are swept away.Based on the analysis above,thispaper raises an objection on two general methods of calculating economic benefit ofthe investment on scientific research,and points out that neither payback periodof investment nor incremental net value of product can be used as a measure.
