北部湾经济区政府工具的运用分析

摘　　要：北部湾经济区的开放开发既关系到广西自身的发展,也关系到国家整体的发展。正确运用政府工具是推进北部湾经济区开发和广西经济社会全面进步、深入实施西部大开发战略、完善我国沿海沿边经济布局、加快建设中国—东盟自由贸易区的重要内容。政府工具的运用重心应放在强化区域一体化建设、工具运用的连贯性、政府回应的"3E"化和实现预算与绩效的整合等方面,同时也要关注政府工具在执行合理性、升级改造和府际政府工具衔接方面的运用挑战。The opening-up and development of Beibu Gulf Economic Zone(BGEZ) is not only related to the development of Guangxi, but also related to the overall development of China. Correct application of governmental tools can push forward the development of BGEZ and overall economic social progress of Guangxi. Meanwhile, it can also enhance the implementation of West Development Strategy, perfect the economic layout of China's coastal border and expedite the construction of China-ASEAN Free Trade Area. The operation of governmental tools should focus on strengthening the regional integration development,continuity of utilizing the tools, the '3E'(Economy, Efficiency and Effectiveness) of the governmental response, and realizing the integration of budget and performance, etc. At the same time, the aspects of operation challenges should be concerned, such as implementation rationality, upgrading and combination of governmental tools.
