摘　　要：从科学发展观的视角分析张家口坝上地区生态现状,结合坝上的自然人文社会特点,提出张家口坝上地区应该大力发展草业,弱化"退耕还林",走"退耕还草"之路的建议,以期提高劳动生产率,改善生态环境,为冬奥打造出蓝天白云、风景如画的张家口。From the perspective of scientific outlook on development and considering the natural,hu-manistic and social characteristics,this paper suggests that this area should strive to develop grassland agri-culture,weaken the idea of converting cultivated land into forests,and adopt the way of converting cultivat-ed land into pasture so as to raise labor productivity,improve the eco-environment and build Zhangjiakou into a city with blue sky,white clouds and fresh air for winter Olympic games.
