摘　　要：创建教学研究型大学需要在科研水平等诸多方面全面发展。针对现阶段创建教学研究型大学科技体系建设存在的诸如科研目标的功利化、缺乏科技领军人物、忽视学生创新、教学与科研关系处理不当等问题，提出创新评价体系、发挥特色支持创新、平衡教学与科研关系等方针。In teaching and research oriented university construction, many fields such as research level must be integrated developed. To solved the problem in science research system construction, including utilitarianism of scientific research goal, lack of leaders, neglect of undergraduate innovating and misconduct of relationship between teaching and scientific research, some suggestion, including new innovation evaluation system etc., are schemed out.
