摘　　要：“BOT”方式是在20世纪80年代初才出现的一种新型的利用国际私人资本进行基础设施项目建设投融资的方式。简要介绍了“BOT”方式的概念、特征以及具体的操作步骤和过程,重点分析了引进“BOT”方式在西部大开发中的积极作用。BOT”mode is a new financing mode occurring in the early stage of 80's of 20th century of utilizing the international private capital to make the construction of infrastructure projects. This paper briefly introduces the conception, features and concrete operating procedures of “BOT”mode, and analyzes emphatically on the active functions of introducing “BOT”mode into the western development.
