摘　　要：市政工程实施竣工备案制后,加大了开工前监督的力度,通过采取一系列措施,约束了各责任主体的管理行为,规范设计、监理、施工等方面的工作程序,收到了较好的效果。同时,也提高了监督机构的权威,树立了政府监督的形象。就监督机构面临的如何守住阵地、履行好职责等问题,提出了加强事前控制,提高监督水平等建议。The carrying out of the completion record system for the municipal engineering has strengthened the prior supervision, restrained the managerial activities of each responsible entity, regulated the working procedures of he designing, monitoring and constructing sides, increasing the authority of the supervising organizations, and setting up the image of the governmental supervision. In the light of the problems such as how the supervising organizations to do well their duties, this paper puts forward the suggestions of strengthening the prior control and increasing the supervision level.
